Rotates all entities of a block.

 BOOL lcBlockRotate (
   HANDLE hBlock,
   double X,
   double Y,
   double Angle,
   BOOL bUpdate
 );

Parameters
hBlock
  Handle to a block object.
X Y
  Rotation center point.
Angle
  Rotation angle.
bUpdate
  If true, then block will be updated.

Return Value

  If the function succeeds, the return value is nonzero (TRUE).
